• Have completed the Patch 7.2 class mount quest chain (ending with Hiding in Plain Sight).
• Have unlocked the artifact trait Concordance of the Legionfall for  The Kingslayers.
• Be in Assassination spec to purchase this item.  (After having learned the mount, you can summon it in any spec.)
