To get the Schematic for the Sky Claw, your server must first to progress to Stage 4 on the Isle of Thunder. Then, kill Itoka until he drops Peculiar Energy Source and then complete its quest.
Removed from patch 5.2, supposedly will return in 5.3
Sadly it will not be available in 5.3 as tweeted by Cory Stockton(Link).
