Luma Skymother was moved around Patch 3.3.5 from her original location inside of Slave Pens. Instead of being further back in the dungeon, she is located to the left of where players zone in when they are preparing to battle Ahune.
Important: Luma Skymother is a special NPC that exists only inside the instance version of Slave Pens that includes Ahune. If you leave the dungeon group without turning the quest Shards of Ahune, you will need to queue again for Lord Ahune.
