Mingus Diggs can only be challenged if you've unlocked his card by completing The Digmaster's Earthblade.
Mingus spends most of the encounter being immune to damage. The real trick is killing the statues which are protecting him.
There are four statues, one in each corner of the arena. Each one will apply a stacking DoT that, while not particularly hurtful, quickly ramp up into something painful indeed. In order to reset the debuff:
stand within melee distance of one of the statues so it will turn into a treasure (model change and it won't attack you)
after that statue turns into a treasure, stay within that distance for 5 seconds for debuff to fall off
move to next statue
rinse and repeat
Range will have an easier time than melee when splitting DPS between the statues. Be sure to keep DoT(s) on them because you'll need every bit of damage you can get - I barely eeked out my win with 185.5K DPS. Also, if you have a talent or ability that allows you to cheat death or remove all debuffs (Ice Block, Divine Shield, etc) then be ready to use them!
I strongly recommend being flasked, well fed (+300), having a +4000 stat potion ready, and begging politely asking any nearby players for a buff. I am an ilvl 555 Fire mage with full gems and enchants.
I didn't bother switching up my talents from my raid set-up, so this probably isn't optimal but here you go:
Presence of Mind
Ice Barrier (Flameglow may be better for this situation)
Cauterize
Living Bomb (A MUST)
Invocation
Glyph at least for Armors for improved mage armor effectiveness.
