Posted Aug 1, 2013 (Patch 5.4.0)Huolon has the chance to drop
Reins of the Thundering Onyx Cloud Serpent. The mount is a look-alike of Huolon.
He has a spawn timer of between 30 - 60 minutes.
Do not stand in front of Huolon when he is casting
Lightning Breath. It will one-shot most characters. It is a frontal cone attack so you can strafe to either side to avoid it. Also, do not stand for long in 
Storm Blossom that is laid on the ground. It won't kill your character in one tick, but it does hurt. The pools of lightning take approximately a minute to despawn.
Trivia: Players on my server have taken to calling the NPC "Huolong" due to the fact that, when somebody announces his spawn, you're typically in for a long run only to see the mob die just before you get into attack range.

Posted May 13, 2014 (Patch 5.4.8)Huolon's original spawn point was above the turrets at the bottom of The Blazing Way. Due to a rising trend of players camping this rare elite on the turrets (and thus rendering others unable to reach him), Blizzard issued as part of the Feb 5th, 2014 hotfix the following:
