You are the first mortal to witness a dragon council, <name>, and among the only beings in Azeroth to take part in the choosing of an Aspect.
My ascension has endowed me with incredible power. I have taken the liberty to strengthen Tarecgosa's bond with you, though she will require a more... permanent home.
I would have you venture one last time into the Plane of Fire and bring me the heart of Ragnaros.
When next we meet, I will be able to suitably thank you for all that you have done.

Runestaff of Nordrassil to siphon Smouldering Essence from the bosses of the 
Firelands. The exception is Ragnaros, and that is because he "drops" the 
Heart of Flame (see item page for more info). Turn this quest in to Hallegosa in Stormwind City once you have gotten everything.
The essence "drop" rate table used below is courtesy of Wowpedia.
NOTE: Heart of Flame will only appear from Ragnaros' corpse if the player on the quest has satisfied the requirement for Smouldering Esssence. If the latter is already done, go to the back of the Firelord's body so you can get a good view of Heart of Ragnaros. The interactable area is very small, so you will need to slowly move your cursor over the "NPC" until the cogwheel icon appears.
