Posted Sep 6, 2012 (Patch 4.3.2 or earlier)This is dropped by Korda Torros. You can enchant it with Enchant Gloves - Gatherer,
but be aware that it won't stackand stacks with the bonuses from Gnomish Army Knife, Herbalist's Spade, Mining Pick, and Skinning Knife.These gloves are not transmoggable.

Posted May 28, 2013 (Patch 5.3.0)This appears to be fixed as of patch 5.3: +skill glove enchants do stack with tools' +skill bonuses.
