Shan'ze Ritual Stone at his unique Primal Ritual Stone in a small arena-like area lined with eagles, only found after following a very narrow and rocky path along the edge of the cliff. Due to his location, he cannot be (legitimately) battled against until your server has progressed the 
Isle of Thunder to Stage 5 or higher.
