The sha have the mysterious ability to evoke powerful, often overwhelming, emotional responses in their victims.
As we fled the temple, senior members of the Crane Wing order stayed behind to cover our escape. They are no doubt being subjected to intense emotional trauma, and I fear they are not all strong enough to resist falling into despair.
$p, we have to show them there is still hope! Show them that despair CAN be defeated!

The quest name is a reference to the phrase "shock and awe" which entered the popular lexicon when U.S.A. officials used it to describe Operation Iraqi Freedom's opening salvos and/or describe the type of tactical pressure which would be applied to the Hussein government of Iraq.
Now for the quest itself. It was slightly tedious to kite sha close to the Hopeless Monk/Acolyte so I would receive quest credit. I eventually settled for moving them right on top of the friendly quest NPCs so that there was absolutely no way the game could think the sha were not close enough to "inspire" the monks and acolytes upon death.
To unlock this quest chain, make sure you complete Zhu's Despair, which will require some of the intro quests in Zhu's Watch to be completed. Finishing those will unlock Into the Wilds that will lead you to Crane Wing Refuge to complete a few more quests to unlock the start of the Sha of Despair chain. The Sha of Despair is one of the requirements for Tranquil Master.
