Posted Jun 14, 2013 (Patch 5.4.0)Correct. 19 of these Cats are currently available through normal means, and 4 of them are TCG/Promo/Store only. However, 1 new Cat (Aspect of Xuen) is being added in 5.4, so once you get him after Patch 5.4 is Live, you can have exactly 20 Cats without any TCG/Promo/Store pets.

Posted Jun 11, 2013 (Patch 5.4.0)Hopefully, they change/remove Nightsaber Cub, from the achievement, before v5.4 goes live, as TCGs are not available for everyone..
