Posted May 17, 2014 (Patch 5.4.8)Generally BiS for any DPS caster. Although the tooltip does not specify this, it is only effective while the player is in a damage-dealing spec (much like
Assurance of Consequence). So if you try to use this as a disc priest, for example, it will not proc from any of your spells.

Posted Aug 6, 2014 (Patch 6.0.1)To clarify - while you are correct about disc priests in your example, this trinket is BiS for Mistweaver monks. They are unable to get it through LFR/Flex as it won't be on their eligible loot list, and good luck prying it from a casters hands, but it does work for them.
