This toy is a rare drop from Arachnis, a mob that spawns in your garrison during Hallow's End if you have it decorated with  Creepy Crawlers.

You can purchase the decorations in your garrison for five  Spooky Supplies.   Spooky Supplies are rewarded for doing the special Hallow's Eve dailies.

These decorations and the quests to get them are only available during  Hallow's End which means if you want this toy, you should act now!
