Cube of Discovery for 2 hours and persists through death (unsure about instanced PvP). The artifact power item that drops via the buff is 
Strangely-Flawed Gemstone, which -- according to others that have farmed for science -- has a drop rate below 10%.
From my experience, I can say without any doubt that this is a waste due to the low drop rate and tiny amount of AP granted. You are better off selling Cube of Discovery for its 5 gold.
