Scimitar of the Sirocco is a rare solve from the Tol'vir branch of Archaeology. You must have at least 450 skill points in Archaeology to 'find' the project. It requires 150 x Tol'vir Archaeology Fragment to complete it. (It allows you to use up to three Tol'vir Hieroglyphic to help reach that amount.)
The itemization for the weapon was okay when Cataclysm was current content, but not particularly worth equipping considering the starting quest line for Mists of Pandaria awards an item level 372 green weapon, e.g.: Garrosh's Vanguard Battleaxe. Its desirability is chiefly in its appearance. As shown in the screenshot, the sword has a very, very bright glow. (My own personal nightlight!) Weapon enchants do not override this glow. Also seen in another screenshot, it leaves behind a trail of flame when the player is running. The weapon sheathes at the waist.
I happen to like the flavor text, too. Sirocco is the name of the Mediterranean wind that originates in the Sahara Desert and travels into North Africa and Southern Europe.
