This item was provided for the quest http://www.wowdb.com/quests/32359-the-eye-of-the-naaru, which was supposed to continue the Patch 5.2 warlock quest chain after completion of Infiltrating the Black Temple. It was datamined in the Patch 5.1 PTR, but neither the quest nor item were ever made available.

If this is real, this will be the first Articaft we players will be able to "use"(Depends what this item will do). Other then that here's a list of items that were Artifact before going to the color of Heirloom(also the color of GM items)

Red items are Artifacts; they were originally in the game guide for WoW in the beta/early live, but were removed. This is an artifact.
