This item is not currently obtainable on live. There is a wall of fire in the way, and apparently the way to get around it is a quest chain The Cipher of Damnation that has not been implemented yet.

Blink and other tricks to get through the wall of green fire do not work (or rather, they will work and then teleport you immediately back out again).
