Posted Jun 5, 2014 (Patch 6.0.1)In Warlords of Draenor, this item will be added to the new Toy Box feature and no longer take up a bag slot. You will be able to "use" the item straight from the Toy Box interface.
The Toy Box will be account-wide and therefore so will this item.

Far Sight and 
Eagle Eye that was added in Mists of Pandaria. When used, a special action button - 
Droplet - will become available. The droplets are merely decorative, however, and will not cause any special interactions.
Unfortunately, it is inferior to
Scrying Roguestone. The latter has a longer duration, no cooldown, and is easily available.
