This item is likely a new toy sold by the Timewalking vendors for the recently announced Cataclysm dungeons added to the Timewalking dungeon bonus event rotation. The toy will also likely have a comparable price to the more expensive timewalking toys currently available.
I really hope that the "simulation" is an illusion of everything set on fire. Ah, such interesting times back then...
Your hopes are answered at last! Heavenly Azure Cloud Serpent is tied to a new achievement in Patch 6.2.2 called Lord of the Reins. It is earned by collecting 300 (holy moly are there really that many in the game? I feel old) mounts across your Battle.net account.
If anyone wants to see how gorgeous it is for themselves, just create a pre-made max level character on the PTR. Pre-mades get all the pets and mounts. ;)

As Vengir13 wrote, Inflatable Thunderfury, Blessed Blade of the Windseeker (c'mon, Blizz...) is needed in order to earn Did Someone Say...?. It's looted from Anniversary Gift for 2015.
It applies Inflatable Thunderfury to your character. The buff duration is 1 hour (in game time, not real time) and persists through death. You also do not need a weapon equipped; though if you do, then whatever enchantment particle effect is on your weapon will appear on the fake Thunderfury. Attack animations are one-hand sword animations.
EDIT EDIT: The item was stealth nerfed about half-hour ago. It is now BIND ON PICKUP. I directed a tweet at @WarcraftDevs, and I hope someone answers. This is a problem for players who were transferring the item to alt(s) for storing for later use.
Update: It is now purchasable from vendors in Orgrimmar and Stormwind using Timewarped Badges while the anniversary world event is active.
Serious note: Download and install the add-on named BadBoy and its plug-in, BadBoy_CCleaner. Never again see anal and Thunderfury spam in Trade chat. <3 (I highly recommend BadBoy_Guilded and BadBoy_Levels, too.)
It's a damn shame because if Blizzard actually does implement world content and exploration better in the next expansion, they'll have to deal with this pants-on-head-retarded "conversation" all over again should they decide to limit it to ground-only again.

The Burning Crusade, The Wrath of the Lich King, Cataclysm, Mists of Pandaria - all the previous expansions to the game prove that Blizzard in the past was able to design meaningful ground content that combined with flying (either at max level or integrated into the leveling experience) or other z-axis mechanic (like Vashj'ir).Blizzard has also shown that it's capable of successfully designing contained areas where flying is specifically disabled (Isle of Quel'danas and its successors).
The Arcatraz makes its return to current content via the Timewalking system introduced with Patch 6.2. All players level 71 and above will be able to queue for the Timewalking version using the LFD tool when the special event is active. The official highlights blog is here. Don't forget to pick up A Burning Path Through Time.
