Since 5.1, these are a big pain to get due to the phasing in this area of Krasarang.

Your best bet for getting one is to fly down to the little inlet of water between Jade Forest and Krasarang and fly up and down the beaches looking for pups.  There are usually a handful of nonbattle ones that you should kill in hopes they respawn as battlecritters. 

You should also check the small island with the lawn chair/umbrella as it is not phased and there is ALWAYS an otter and two pups on the island (well unless they've just been killed).  You can camp there, killing them when they spawn, until you get the fightable variety.
